1．招標條件TenderingConditions
阿聯(lián)酋液化天然氣輸送管道項目招標人為中國石油管道局工程有限公司，項目資金來源已落實?，F(xiàn)為油氣管道項目旋塞閥進行資格預審及初選，特邀請有興趣的潛在投標人（以下簡稱申請人）提出資格預審申請。
ThetendereeoftheADNOCLNGgastransmissionpipelineprojectisChinaPetroleumPipelineEngineeringCompanyLtd.Theprojecthasimplementedrelevantproceduresaccordingtorules,regulations,andlaws.aswellasthecapitalhasbeenconfirmed..Nowweherebyinviteyouresteemedcompanytoparticipateapre-qualificationforManualandGOVActuatedPlugValvebidwhichdescribedinSection2.2(ScopeofSupply).

2.1項目概況ProjectProfile
ADNOCGas計劃增強現(xiàn)有的管網(wǎng)設施，以滿足未來潛在用戶在極限條件下的供應需求，并滿足未來的需求增長。作為管網(wǎng)增強計劃的一部分，ADNOC計劃建設新管道，將氣體從RLPP（位于Habshan5的RuwaisLNG預處理廠）輸送至RuwaisLNG工廠（RLNG），利用HGCP的ESTIDAMA壓縮機來完成此氣體傳輸。
Aspartoftheenhancementofpipelinenetwork,ADNOCGas(AG)intendstobuildfollowingnewPipelinesandassociatedfacilitiestosupplyPre-ConditionedGasfromLPP(LNG-Pre-conditioningPlantatHabshan5)toRuwaisLNGPlant(RLNG)utilizingESTIDAMAGasCompressorsatHabshanGasCompressionPlant(HGCP)。
2.2招標范圍ScopeofSupply
本次資格預審采購范圍為旋塞閥（手動及GOV執(zhí)行機構(gòu)），見下表。

3．申請人資格要求Applicantsqualificationrequirement
3.1本次資格預審要求申請人具有獨立法人資格，在ADNOC批準的標段物資供應商名單內(nèi)；在法律和財務上獨立、合法運作并獨立于招標人（招標機構(gòu)）的制造廠商或其在阿聯(lián)酋境內(nèi)并經(jīng)ADNOC批準的代理商；有此項目的專業(yè)生產(chǎn)、制造、安裝、調(diào)試能力，對其提供的貨物和服務負全面責任。申請人財產(chǎn)狀況良好，沒有處于財產(chǎn)被接管、破產(chǎn)或其他關、停、并、轉(zhuǎn)狀態(tài)；在最近五年沒有與騙取合同有關以及其他經(jīng)濟方面的違法行為；在最近五年有良好的銷售業(yè)績和履約記錄。
TheApplicantsshallbeamanufacturersortheirlocalagentinUAEwhichisalsoonthevendorlistapprovedbyADNOC.TheApplicantwhopossessesindependentlegalpersonality,hasindependenceinlawandfinance,operateslegallyindependentofthetenderer(tenderingagency),andshalltakefullresponsibilitytothegoodsandservice.
3.2本次資格預審不接受聯(lián)合體資格預審申請。

4．資格預審方法EvaluationofApplicationsandPrequalificationofApplicants
本次資格預審采用合格制。通過資格預審必要合格條件標準的投標申請人方可參加資格預審綜合測評，申請人實質(zhì)響應資格評審要求并通過資格綜合評審將被邀請?zhí)峤煌稑宋募?
Theprequalificationadoptspass/failmethod.Applicantswhopassthemandatoryqualificationcriteriaforpre-qualificationcanparticipateinthesubsequentcomprehensiveevaluationofprequalification.TheapplicantswhosubstantiallymeetthequalificationrequirementsandpassthecomprehensiveevaluationwillbeinvitedtosubmitaBid.
5．資格預審文件的獲取AcquisitionofPrequalificationDocuments
5.1有意向的投標申請人可自****年6月3日起至****年6月7日聯(lián)系獲取，聯(lián)系方式如下：

6．資格預審申請文件的遞交SubmissionofPrequalificationApplicationDocuments
6.1資格預審申請文件須于****年6月**日上午9:**（阿布扎比時間）前提交至biddingtechnical4@enlinkenergy.com。

6.2逾期送達或者未送達指定地點的資格預審申請文件不予受理。
TheoverduedeliveryofthePrequalificationapplicationdocumentswillberejected,andthedeliverytimeshallbesubjecttothetimeofdesignatedemailID.
7．資格預審申請確認ConfirmationonInvitationtoApplication
