1.根據(jù)上海市財(cái)政局的規(guī)定，本項(xiàng)目招投標(biāo)工作必須在上海政府采購(gòu)云平臺(tái)上進(jìn)行。本項(xiàng)目潛在投標(biāo)人在投標(biāo)前應(yīng)當(dāng)自行了解上海政府采購(gòu)云平臺(tái)的基本規(guī)則、要求、流程，具備網(wǎng)上投標(biāo)的能力和條件，知曉并愿意承擔(dān)電子招投標(biāo)可能產(chǎn)生的風(fēng)險(xiǎn)；
2.投標(biāo)人須保證報(bào)名及獲取采購(gòu)文件時(shí)提交的資料和所填寫(xiě)內(nèi)容（郵箱必填）真實(shí)、完整、有效、一致，如因投標(biāo)人遞交虛假材料或填寫(xiě)信息錯(cuò)誤而造成的任何損失由投標(biāo)人承擔(dān)；
3.投標(biāo)人應(yīng)在投標(biāo)截止時(shí)間前盡早加密上傳投標(biāo)文件，電話通知招標(biāo)代理機(jī)構(gòu)簽收投標(biāo)信息，并及時(shí)查看代理機(jī)構(gòu)在上海政府采購(gòu)云平臺(tái)上的簽收情況，打印簽收回執(zhí)，以免因臨近投標(biāo)截止時(shí)間上傳造成代理機(jī)構(gòu)無(wú)法在開(kāi)標(biāo)前完成簽收的情形。未簽收的投標(biāo)文件視為投標(biāo)未完成；
4.紙質(zhì)投標(biāo)文件要求：投標(biāo)人可于開(kāi)標(biāo)結(jié)束后一個(gè)工作日內(nèi)遞交叁份紙質(zhì)投標(biāo)文件（正本壹份副本貳份）至上海晨省企業(yè)管理咨詢有限公司（青浦區(qū)盈港路**3號(hào)（港隆國(guó)際大廈）****室）。紙質(zhì)投標(biāo)文件須與上傳的電子投標(biāo)文件內(nèi)容一致，如有不一致以電子版為準(zhǔn)。
Encrypt and upload bid documents as early as possible before the submission deadline;
Notify the tendering agency via phone to confirm receipt;
Monitor the receipt status on the Shanghai Government Procurement Cloud Platform and print the acknowledgment receipt.
Note: Bid documents not acknowledged by the agency will be deemed incomplete.
