簡要規(guī)則描述：1、開展臨港新片區(qū)年度建設(shè)用地空間現(xiàn)狀調(diào)查及數(shù)據(jù)分析，對臨港新片區(qū)范圍內(nèi)****年新供應(yīng)建設(shè)用地進行現(xiàn)狀踏勘，結(jié)合規(guī)劃數(shù)據(jù)、供地數(shù)據(jù)、儲備數(shù)據(jù)、市政道路配套數(shù)據(jù)，形成新片區(qū)可供應(yīng)潛力的動態(tài)空間分析。2、對歷史已供應(yīng)的建設(shè)用地進行現(xiàn)狀信息更新，建立已供應(yīng)用地臺賬，對文本材料進行電子化處理，將電子圖形與紙質(zhì)材料進行整合，實現(xiàn)土地信息一體化集中管理。3、對擬入市的經(jīng)濟性地塊進行土地市場及相關(guān)指標(biāo)分析、經(jīng)濟估算，協(xié)助新片區(qū)管委會推進入市準(zhǔn)備工作。4、結(jié)合新片區(qū)土地資源利用現(xiàn)狀和潛力，科學(xué)合理、統(tǒng)籌聯(lián)動編制年度計劃和三年滾動計劃，合理安排規(guī)劃實施時序。年度計劃包含土地儲備計劃、土地供應(yīng)計劃、新增建設(shè)用地指標(biāo)計劃、減量化計劃。5、編制臨港新片區(qū)年度建設(shè)用地空間分析指標(biāo)管控技術(shù)輔助服務(wù)報告（WORD）。（具體詳見第三章項目概況及服務(wù)需求）

(c)本項目的特定資格要求：（1）具有獨立承擔(dān)民事責(zé)任的能力及相應(yīng)的履約能力；
（2）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項目的其他采購活動；
（3）符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔****〕**號）第**條規(guī)定的供應(yīng)商，不得參加本項目的采購活動；
