簡要規(guī)則描述：1.協(xié)助對轄區(qū)?；a(chǎn)、?；瘋}儲經(jīng)營、?；?jīng)營（帶儲存場所）、危險貨物裝箱點、危化重點使用企業(yè)、加油站及內(nèi)部加油點等?；I(lǐng)域有關(guān)企業(yè)（場所）開展日常檢查、專項檢查及重點時段、重大活動期間安全檢查，針對企業(yè)臺賬、現(xiàn)場進行診斷檢查，對許可企業(yè)在取證周期內(nèi)各項安全生產(chǎn)條件進行檢查，出具監(jiān)管報告，提出整改建議措施，對提交的整改報告進行審核，提供審核意見，協(xié)助開展復(fù)查等；2.協(xié)助對轄區(qū)危化領(lǐng)域企業(yè)開展幫扶指導(dǎo)，以“現(xiàn)場+遠程”模式，指導(dǎo)企業(yè)（場所）梳理完善臺賬資料、管理制度，提升安全管理水平；3.按照星級評定管理辦法，協(xié)助開展星級評審工作；4.根據(jù)《洋山特殊綜合保稅區(qū)危險化學(xué)品聯(lián)合管理機制》，配合開展保稅區(qū)涉及使用危險化學(xué)品企業(yè)的現(xiàn)場勘驗及后續(xù)日常安全檢查工作；5.完成應(yīng)急處交辦的其他工作任務(wù)。（具體詳見第三章項目概況及服務(wù)需求）

(b)落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目是專門面向小微企業(yè)采購，評審時小微企業(yè)均不執(zhí)行價格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at small and micro enterprises for procurement, and during the evaluation process, small and micro enterprises will not be eligible for price discounts. (c)本項目的特定資格要求：3、須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
4、符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔****〕**號）第**條規(guī)定的供應(yīng)商，不得參加本項目的采購活動；
5、本次采購不接受聯(lián)合體響應(yīng)，不允許合同轉(zhuǎn)讓與分包。
(c)Specific qualification requirements for this program:3. It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); 4. Suppliers who comply with Article ** of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [****] No. **) are not allowed to participate in the procurement activities of this project; 5. This procurement does not accept consortium responses and does not allow contract transfer or subcontracting.
