Brief Specification Description:This project is located in Caolu Town, Pudong New Area, Shanghai. It involves the relocation of communication pipelines that affect the Xihangwei (Shengjia Bin - Town Boundary) River Project. The main focus is to move the communication pipelines along Mintang Road, which involve China Unicom and China Telecom, outside the construction area of the river and bridges, ensuring a one-time relocation.

(b)落實(shí)政府采購政策需滿足的資格要求：本項(xiàng)目專門面向中小企業(yè)，執(zhí)行《政府采購促進(jìn)中小企業(yè)發(fā)展管理辦法》的通知財(cái)庫〔****〕**號、《關(guān)于進(jìn)一步加大政府采購支持中小企業(yè)力度的通知》財(cái)庫〔****〕**號。本次采購若符合政府強(qiáng)制采購節(jié)能產(chǎn)品、鼓勵環(huán)保產(chǎn)品、扶持福利企業(yè)、促進(jìn)殘疾人就業(yè)、支持中小微企業(yè)、支持監(jiān)獄和戒毒企業(yè)等政策，將落實(shí)相關(guān)政策。

If this meets the government's mandatory procurement policies for energy-saving products, encouraging environmental protection products, supporting welfare enterprises, promoting the employment of the disabled, supporting small and micro enterprises supporting prison and drug rehabilitation enterprises, etc., the relevant policies will be implemented.
(c)本項(xiàng)目的特定資格要求：（1）符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購改革的指導(dǎo)意見》（滬財(cái)采〔****〕**號）第**條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購活動。
（2）本項(xiàng)目專門面向中小微型企業(yè)采購；
（3）供應(yīng)商在近三年內(nèi)無行賄犯罪記錄，未被政府采購監(jiān)督管理部門禁止參加政府采購活動，同時(shí)未被列入 “信用中國”網(wǎng)站(www.creditchina.gov.cn)中失信被執(zhí)行人、重大稅收違法失信主體和“中國政府采購網(wǎng)”(www.ccgp.gov.cn)政府采購嚴(yán)重違法失信行為記錄名單的供應(yīng)商（以響應(yīng)文件提交截止之日前三年內(nèi)的信用記錄為準(zhǔn)）；
（4）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，參加同一合同項(xiàng)下的采購項(xiàng)目投標(biāo)的，相關(guān)投標(biāo)均無效；
（5）供應(yīng)商具有通信工程施工總承包三級及以上資質(zhì)；
（6）供應(yīng)商具有有效期內(nèi)的安全生產(chǎn)許可證；
（7）擬派項(xiàng)目經(jīng)理須具有通信與廣電工程專業(yè)二級以上（含）注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書；且未擔(dān)任其他在建的建設(shè)工程項(xiàng)目的項(xiàng)目負(fù)責(zé)人；
（8）本項(xiàng)目不允許聯(lián)合體投標(biāo)。
(c)Specific qualification requirements for this program:(1) Suppliers that meet the requirements specified in Article ** of the Guiding Opinions on Connecting with International High-Standard Economic and Trade Rules to Promote Government Procurement Reform in Pilot Areas (Shanghai Finance and Tendering [****] No. **) are not allowed to participate in the procurement activities for this project.
