簡(jiǎn)要規(guī)則描述：中國(guó)（上海）自貿(mào)區(qū)政務(wù)區(qū)塊鏈監(jiān)管服務(wù)平臺(tái)及區(qū)塊鏈應(yīng)用項(xiàng)目建設(shè)成果，主要包括區(qū)塊鏈監(jiān)管服務(wù)平臺(tái)、數(shù)據(jù)資源鏈、契約存證鏈、電子材料鏈、時(shí)間銀行以及區(qū)塊鏈基礎(chǔ)設(shè)施、應(yīng)用服務(wù)器軟件、分布式元數(shù)據(jù)采集。為確保本項(xiàng)目各個(gè)平臺(tái)系統(tǒng)及產(chǎn)品軟件在可靠、高效、穩(wěn)定的環(huán)境中運(yùn)行，保障平臺(tái)的高可用性，提升系統(tǒng)的易用性，現(xiàn)擬通過(guò)公開的方式選取一家合格的供應(yīng)商，通過(guò)基礎(chǔ)運(yùn)維服務(wù)的有效管理提升用戶系統(tǒng)的服務(wù)效率，協(xié)調(diào)各業(yè)務(wù)應(yīng)用系統(tǒng)的流程運(yùn)作，改善采購(gòu)人和使用單位的溝通和服務(wù)質(zhì)量；規(guī)范和提高平臺(tái)的各項(xiàng)基礎(chǔ)維護(hù)工作，保障網(wǎng)絡(luò)、應(yīng)用平臺(tái)的正常運(yùn)行，確保各類原因?qū)I(yè)務(wù)運(yùn)行影響最小化、各類故障快速定位并解決、確保信息安全可控可查、不斷優(yōu)化運(yùn)行效率和性能。（具體詳見第三章采購(gòu)需求書）。
