（2）未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單
（3）為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務的潛在投標人，不得參加本項目的采購活動；
（4）單位負責人為同一人或者存在直接控股、管理關(guān)系的不同潛在投標人，不得參加同一合同項下的政府采購活動；
（5）本項目不允許轉(zhuǎn)包；
（6）本項目專門面向中小企業(yè)采購。

(c)Specific qualification requirements for this program:(1) Potential bidders who have provided overall design, specification formulation, project management, supervision, testing, or similar services for this procurement project are prohibited from participating in the procurement activities.
(2) Different potential bidders sharing the same legal representative or having a direct controlling shareholding or management relationship are not allowed to participate in the same government procurement activity under this contract.
(3) Subcontracting is strictly prohibited for this project.
(4)This procurement project is specifically targeted at small and medium-sized enterprises (SMEs).
