簡要規(guī)則描述：1.信息化基礎(chǔ)運(yùn)維服務(wù)，包含臨港辦公中心、政務(wù)服務(wù)中心、開評(píng)標(biāo)場所的辦公環(huán)境信息化辦公設(shè)備（包含電腦、打印機(jī)等）運(yùn)維和資產(chǎn)管理，無線網(wǎng)絡(luò)的運(yùn)維和零星升級(jí)改造服務(wù)；2.政務(wù)外網(wǎng)和工商專網(wǎng)運(yùn)維服務(wù)，包含辦公中心、村居委等延伸單位的政務(wù)外網(wǎng)、工商專網(wǎng)（含檔案系統(tǒng)）維護(hù)服務(wù)、網(wǎng)絡(luò)的零星升級(jí)改造服務(wù)；3.管委會(huì)網(wǎng)絡(luò)視頻會(huì)議運(yùn)維服務(wù)，提供技術(shù)人員駐場保障服務(wù)；4.機(jī)房基礎(chǔ)運(yùn)維服務(wù)，維護(hù)包含9臺(tái)精密空調(diào)（含維修及配件）、4個(gè)UPS（含維修及配件）、2套環(huán)境控制系統(tǒng)、**個(gè)機(jī)柜供電及光纖配線架等在內(nèi)的2個(gè)核心機(jī)房的基礎(chǔ)設(shè)施，以及臨港辦公中心和政務(wù)服務(wù)中心的**個(gè)弱電間；5.華云虛擬化平臺(tái)運(yùn)維服務(wù)，提供原廠運(yùn)維服務(wù)；6.主機(jī)安全防護(hù)服務(wù)，為市政務(wù)云上虛機(jī)和政務(wù)外網(wǎng)國產(chǎn)電腦提供3年終端威脅防護(hù)軟件和技術(shù)服務(wù)；7.提供維護(hù)過程中的光纖、網(wǎng)線、模塊、內(nèi)存、硬盤、鍵盤、鼠標(biāo)、AP等運(yùn)維耗材和網(wǎng)絡(luò)備件。（具體詳見第三章項(xiàng)目概況及服務(wù)需求）

(b)落實(shí)政府采購政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項(xiàng)目是專門面向小微企業(yè)采購，評(píng)審時(shí)小微企業(yè)均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at small and micro enterprises for procurement, and during the evaluation process, small and micro enterprises will not be eligible for price discounts. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本項(xiàng)目的特定資格要求：3、須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加采購活動(dòng)）；
4、符合《關(guān)于對(duì)接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購改革的指導(dǎo)意見》（滬財(cái)采〔****〕**號(hào)）第**條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購活動(dòng)；
5、本次采購不接受聯(lián)合體響應(yīng)，不允許合同轉(zhuǎn)讓與分包。
(c)Specific qualification requirements for this program:3. It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); 4. Suppliers who comply with Article ** of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [****] No. **) are not allowed to participate in the procurement activities of this project; 5.
