3)鼓勵(lì)環(huán)保政策:在性能、技術(shù)、服務(wù)等指標(biāo)同等條件下，優(yōu)先采購(gòu)國(guó)家公布的環(huán)保產(chǎn)品清單中的產(chǎn)品。

(b)Qualification requirements to be met to implement government procurement policies:1) Mandatory procurement policy for energy-saving products: Mandatory procurement of items marked with "★" in the national energy-saving list. 2) Encouragement of energy-saving policy: Prioritize the procurement of products listed in the national energy-saving list under the same conditions for technology, service, and other indicators. 3) Encouragement of environmental protection policy: Prioritize the procurement of products from the national environmental protection product list under the same conditions for performance, technology, and service indicators. 4) Implementation of reserved quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement to support SME development: This project is specifically aimed at purchasing from SMEs, and during the review, no price discount benefits will be applied to SME products. 5) This project does not accept imported products.

(c)本項(xiàng)目的特定資格要求：1、須具有依法注冊(cè)的獨(dú)立法人、獨(dú)立承擔(dān)民事責(zé)任能力的自然人或其他組織；
2、具有市政公用工程施工總承包資質(zhì)三級(jí)及其以上資質(zhì)
3、安全生產(chǎn)許可證（有效期內(nèi)）
4、投標(biāo)人擬派項(xiàng)目經(jīng)理的市政公用工程專(zhuān)業(yè)二級(jí)（含以上級(jí)）注冊(cè)建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書(shū)，且未擔(dān)任其他在建的建設(shè)工程項(xiàng)目的項(xiàng)目經(jīng)理
5、單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)；為本項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)
6、沒(méi)有因發(fā)生生產(chǎn)安全事故被浦東新區(qū)建設(shè)行政管理部門(mén)暫停承接業(yè)務(wù)且在限制期內(nèi)的
