(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：（1）項目執(zhí)行《政府采購促進(jìn)中小企業(yè)發(fā)展管理辦法》的通知（財庫〔****〕**號）及《關(guān)于進(jìn)一步加大政府采購支持中小企業(yè)力度》的通知（財庫〔****〕**號）；（2）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目非專門面向中小企業(yè)采購，對小型和微型企業(yè)投標(biāo)人的價格給予3%的扣除，用扣除后的價格參與評審；（3）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（4）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對財政部財庫〔****〕**號和財政部財庫〔****〕**號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實行強(qiáng)制采購。供應(yīng)商須提供具有國家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書方能享受優(yōu)先采購或強(qiáng)制采購政策；（5）購買國貨政策：本項目不接受進(jìn)口產(chǎn)品；（6）按照《中小企業(yè)劃分標(biāo)準(zhǔn)規(guī)定》（工信部聯(lián)企業(yè)[****]**0號），本項目中小企業(yè)所屬的行業(yè)為建筑業(yè)。
(b)Qualification requirements to be met to implement government procurement policies:1) The project shall implement the Notice on the Administrative Measures for Promoting the Development of Small and Medium-sized Enterprises in Government Procurement and the Notice on Further Strengthening the Support for Small and Medium-sized Enterprises in Government Procurement.(2) Implement the measures for reserving shares to increase the proportion of small and medium-sized enterprises in government procurement, and carry out policies to support small and medium-sized enterprises.(3) Provide support to prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises.
(4) Implement the policy of giving priority to the procurement of energy-saving and environmentally friendly products.(5) Implement the policy of purchasing domestic products: Imported products will not be accepted for this project.(6) In accordance with the Provisions on the Classification Standards for Small and Medium-sized Enterprises.
(c)本項目的特定資格要求：(1)****年1月1日至今未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單；
(2)須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
(3)現(xiàn)場管理機(jī)構(gòu)擬派人員要求：5人（含）以上，須包含園林項目負(fù)責(zé)人、安全員、質(zhì)量員、材料員、中級園林綠化工（班組負(fù)責(zé)人）各1名，上述人員均應(yīng)為企業(yè)在職人員須提供近三個月中任意一個月的企業(yè)繳納社保證明；
(4)園林綠化項目負(fù)責(zé)人須具有園林專業(yè)中級職稱及以上、上海市園林綠化工程從業(yè)人員項目負(fù)責(zé)人電子卡；
(5)磋商文件所涉及的園林專業(yè)是指: 園林(園林規(guī)劃設(shè)計、園林植物、風(fēng)景園林、園林綠化、綠化林業(yè)等)、園藝、城市規(guī)劃、景觀、植物(含植保、森保等) 、環(huán)境藝術(shù)、風(fēng)景旅游等專業(yè)；
(6)本項目非面向中、小、微型等各類供應(yīng)商采購；
(7)處于被政府管理部門禁止參加投標(biāo)期間的單位不得參與競爭；
(8)本項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:Since Jan 1, ****, the bidder must not be listed on Credit China (creditchina.gov.cn) or China Government Procurement (ccgp.gov.cn) for失信被執(zhí)行人, major tax violations, or嚴(yán)重違法失信行為.
Eligible entities must be legally established in China (branches不可獨立投標(biāo)).
On-site team requirements: ≥5 members, including a landscape project manager, safety officer, quality inspector, material supervisor, and mid-level landscape technician (team leader), all with 3-month社保證明.
Landscape project manager must hold:
Intermediate+職稱 in園林專業(yè);
Shanghai電子卡 for landscape project management.
"Landscape-related majors" include園林, horticulture, urban planning,景觀,植物, environmental art, etc.
This project is not exclusive to SMEs.
Entities barred by authorities不可投標(biāo).
Subcontracting prohibited.
