Brief Specification Description:The main construction content includes the foundation layer and surface layer of the sports field. The foundation layer includes: newly constructed foundation, foundation reconstruction, newly constructed drainage ditch, replacement of drainage ditch cover plate, addition of asphalt foundation cover, reconstruction of artificial grass concrete foundation drainage blind ditch; The thickness and materials of the surface layer are selected according to different site uses and academic stages. （1）項目執(zhí)行《政府采購促進中小企業(yè)發(fā)展管理辦法》的通知（財庫〔****〕**號）及《關于進一步加大政府采購支持中小企業(yè)力度》的通知（財庫〔****〕**號）；（2）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目不是專門面向中小企業(yè)采購；（3）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（4）優(yōu)先采購節(jié)能環(huán)保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔****〕**號和財政部財庫〔****〕**號文公布的節(jié)能環(huán)保產品品目清單中的產品實行優(yōu)先采購；對節(jié)能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優(yōu)先采購或強制采購政策；（5）購買國貨政策：本項目不接受進口產品；（6）按照《中小企業(yè)劃分標準規(guī)定》（工信部聯企業(yè)[****]**0號），本項目中小企業(yè)所屬的行業(yè)為建筑業(yè)。

(c)本項目的特定資格要求：1、 符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
2、 ****年1月1日至今未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；
3、 須系我國境內依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
4、 供應商應同時具備以下施工資質：1）中華人民共和國住房和城鄉(xiāng)建設部頒發(fā)的施工總承包建筑工程三級或以上資質；
5、 企業(yè)具有有效的安全生產許可證；
6、 擬派項目負責人具有建筑工程專業(yè)二級及其以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產考核合格證書，且未擔任其他在建的建設工程項目的項目負責人（（以響應文件中提供的加蓋單位公章的《項目負責人基本情況表》為準（通過上海市住房和城鄉(xiāng)建設管理委員會網站zjw.sh.gov.cn 查詢、打印，首次響應文件提交截止時間前7 天內打印有效））。
7、 處于被政府管理部門禁止參加投標期間的單位不得參與競爭；
8、 本項目不允許轉包。
