Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Polycarbonate Projectin Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combinedcertificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference) ;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B.本次招標不接受代理商投標。投標人應為本次投標所投產品的制造商。如投標人為制造商同一集團負責銷售投標所投產品的全資子公司、控股子公司（投標人應提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。不能再將此貨物同時授權給其他投標人參與投標，否則相關的所有投標將被拒絕。

Bid by Agent is not accepted.The bidder shall be the manufacturer of the biddingproducts.If the bidder is a wholly-owned subsidiary or holdingsubsidiary of the same group as the manufacturer responsible for sales ofthe bidding products, the bidder shall provide relevant evidence documents fromthe manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The biddinggoods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all relatedbids will be rejected.

C.投標文件中提供制造商授權書的中標候選人，應在中標候選人公示后 3個工作日內將制造商授權書原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達招標人聯(lián)系人進行核驗，對于國外制造商授權書原件，投標人提前準備以滿足核驗原件期限要求。投標文件中提供的制造商授權書可在制造商官方網站上查詢并核驗一致的或紙質投標已遞交制造商授權書原件的，可免于送交原件核驗。核驗結果不一致的，將按照提供虛假投標資料處理；未能在規(guī)定期限內提供原件的，將視為不如實提供材料處理。上述兩類情況將取消中標候選人資格及中標資格，并按照中國海油相關制度規(guī)定給予禁用等處理。

The winning candidates who provide the manufacturer's authorization letter in the tender documents shall deliver the original manufacturer's authorization letter (the signature, personal seal or official seal must all be the original. Scanned and printed documents will not be accepted) to the contact person of the tenderer for verification within 3 working days after the public announcement of the winning candidates. For the original authorization letter from the foreign manufacturer, the bidder should prepare it in advance to meet the time limit requirement for verifying the original. The manufacturer's authorization letter provided in the tender documents can be verified and verified on the manufacturer's official website. If the original manufacturer's authorization letter has been submitted in the paper tender, it is not necessary to submit the original for verification. If the verification results are inconsistent, it will be dealt with as providing false bidding materials. Failure to provide the original documents within the prescribed time limit will be treated as false provision of materials. The above two types of situations will result in the disqualification of the winning candidate and the winning bid qualification, and will be dealt with in accordance with the relevant regulations of CNOOC, such as being banned.

（2）資質要求Qualification requirement:

投標產品制造商應取得覆蓋本次投標產品且有效的至少為B級的《中華人民共和國特種設備生產許可證》（壓力管道閥門）。投標時需提供證書原件掃描件（原件備查）并可在全國特種設備公示信息查詢平臺（https://cnse.e-cqs.cn/info-pub/pub）或行政主管部門網站核實。

The manufacturer of the bidding product shall obtain a valid "Production License of Special Equipment People's Republic of China" (for the manufacture of pressure pipeline components) ,ranking B or above that cover the bidding products.

A scanned copy of the original certificate must be provided (for future reference) in the bidding document and can be accessed on the National Special Equipment Publicity Information Query Platform (https://cnse.e-cqs.cn/info-pub/pub) or verified on the website of the administrative authority.

（3）業(yè)績要求Requirement for Bidder's reference:

****年1月1日至投標截止日（以合同簽署時間為準），投標人所投產品的制造商應具有至少1個合同的中國境內聚碳酸酯（PC）裝置電動分配閥的供貨業(yè)績（供貨業(yè)績的制造商必須是本次投標產品的制造商），且滿足單個合同至少包含2臺主體材質為**4L的閥門和至少2臺尺寸不小于6英寸的閥門（ 如2臺閥門同時滿足上述要求 也視為滿足業(yè)績要求）。
投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復印件。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、閥門尺寸、閥門主體材質，閥門數(shù)量。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應提供相應的已到貨訂單，訂單內容或編號應與年度協(xié)議相關聯(lián)。同一個年度協(xié)議下提供1個或以上的訂單及與訂單對應的到貨驗收材料均算為1個有效業(yè)績。
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認定滿足上述業(yè)績要求的，均視為無效業(yè)績。

From January 1 ^st , ****to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products suppliedby the bidder shall haveat least one contractof supplyperformanceof Electric-driven DistributionValveofPolycarbonatePlant, and meet the technical requirementat the same time:1) at least 2 sets of valves with the main body made from **4L 2 ) at least 2 sets of valve size are equal or larger than 6 inch. (If 2 valves meet the 2 requirements at the same time in?one?contract?is deemed as valid performance)

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract. Thereference evidence certification furnished byBidder shall as least demonstrate the content show as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods,valve size, material?and?quantity.

If the performance contract is aframeworkagreement, in addition to providing the mainagreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidenceunder the same annual agreement is considered as one valid performance.

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

**. 提示Notes

投標人進入開標大廳后，需要進行簽到操作，等待開標主持人指令。允許解密后，投標人點擊解密按鈕進行解密投標文件（需解密前在電腦上插入當前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標人未在投標截止時間/開標時間前進行簽到，原則上將無法進行解密，將被視為撤回其投標文件。）

The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)

投標文件解密時限為**分鐘。投標人未在上述解密時限內完成解密視為解密失敗，根據？電子招標投標辦法？的規(guī)定，視為投標人撤回投標文件。

The decryption time limit of the bid documents is ** minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.

投標人對開標有異議的，應當在開標現(xiàn)場提出，招標人當場做出答復，并制作記錄。未在線上開標現(xiàn)場提出的開標異議，不予受理。

Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
