(b)Qualification requirements to be met to implement government procurement policies:The project complies with Measures for Government Procurement to Promote SME Development (Finance-Treasury No.**) and Notice on Further Strengthening SME Support in Government Procurement (Finance-Treasury No.**).
Reserved share measures apply to boost SME participation, though this project is not exclusively for SMEs.
Prison enterprises and disability welfare units qualify as small/micro enterprises.
Priority procurement for energy-saving/environmental products per Finance-Treasury No.**/** catalogs; "★"-marked items require mandatory procurement with valid certification.
Domestic procurement only; imported products excluded.
SME classification follows SME Standards (MIIT-NDRC-MOF No.**0), with construction as the designated industry.
(c)本項目的特定資格要求：1、****年1月1日至今未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單；
2、須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
3、供應(yīng)商應(yīng)具備以下施工資質(zhì)：1）中華人民共和國住房和城鄉(xiāng)建設(shè)部頒發(fā)的施工總承包建筑工程三級或以上資質(zhì)；
4、企業(yè)具有有效的安全生產(chǎn)許可證；
5、擬派項目負(fù)責(zé)人具有建筑工程專業(yè)二級及其以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔(dān)任其他在建的建設(shè)工程項目的項目負(fù)責(zé)人（（以響應(yīng)文件中提供的加蓋單位公章的《項目負(fù)責(zé)人基本情況表》為準(zhǔn)（通過上海市住房和城鄉(xiāng)建設(shè)管理委員會網(wǎng)站zjw.sh.gov.cn 查詢、打印，首次響應(yīng)文件提交截止時間前7 天內(nèi)打印有效））。
6、處于被政府管理部門禁止參加投標(biāo)期間的單位不得參與競爭；
7、本項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:From Jan 1, **** to present, not listed on "Credit China" (www.creditchina.gov.cn) or China Government Procurement (www.ccgp.gov.cn) as: dishonest被執(zhí)行人, major tax violation cases, or serious procurement violations.
Must be a legally established Chinese entity (branch offices cannot participate independently).
Required construction qualification: Grade 3 or above construction general contracting license issued by MoHURD.
Valid work safety permit required.
Project manager must have:
Grade 2+ construction engineering qualification
Valid safety certification
No concurrent project commitments (verified via Shanghai Housing Bureau website zjw.sh.gov.cn records).
Entities under government bidding bans are ineligible.
Subcontracting prohibited.
