簡要規(guī)則描述：由于K-5菜場和商業(yè)地塊、K-6九年一貫制學校地塊、K-7防護綠帶施工現(xiàn)場會產(chǎn)生大量的灰塵和噪音，影響周邊環(huán)境和居民生活。為減少灰塵和噪音的擴散，保護周邊環(huán)境，并防止非施工人員進入危險區(qū)域，以及偷倒亂倒垃圾的現(xiàn)象，擬對該區(qū)域進行安裝臨時圍墻。圍墻長度約****米。

(c)本項目的特定資格要求：3、本次采購需要網(wǎng)上響應，供應商必須獲得上海市電子簽名認證證書（CA認證證書），根據(jù)《上海市政府采購供應商登記及誠信管理（暫行）辦法》，為已在上海市政府采購網(wǎng)登記入庫的供應商；4、具有《中華人民共和國企業(yè)法人營業(yè)執(zhí)照》，具有獨立承擔民事責任的能力；5、具有建筑工程施工總承包三級及其以上資質(zhì)；6、具有建設部門頒發(fā)的《安全生產(chǎn)許可證》（非上海市施工企業(yè)，安全生產(chǎn)許可證需備案）(有效期內(nèi)）；7、擬派的項目經(jīng)理須具有建筑工程注冊建造師二級及其以上資格及有效的安全考核證書，且未擔任其他在建的建設工程項目的項目經(jīng)理；8、單位負責人為同一人或者存在直接控股、管理關系的不同供應商，不得參加同一合同項下的政府采購活動；為本項目提供整體設計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務的供應商，不得參加本項目的采購活動；9、本項目不接受聯(lián)合體響應。
(c)Specific qualification requirements for this program:1.Having the Business License of the People's Republic of China for Enterprise Legal Person and the ability to independently assume civil liability; 2. Having a third level or higher qualification for general contracting of municipal public works construction; 3. Having a "Safety Production License" issued by the construction department (for non Shanghai construction enterprises, the safety production license needs to be filed) (within the validity period); 4. The proposed project manager must have a second level or higher qualification as a registered construction engineer for municipal public works and a valid safety assessment certificate, and have not served as a project manager for other ongoing construction projects; 5. The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract；6. This project does not accept consortium responses.
