簡要規(guī)則描述：洋山特殊綜合保稅區(qū)（二期）機場南側(cè)區(qū)域已正式封關(guān)運行。提升區(qū)域的監(jiān)管服務(wù)水平，基于洋山海關(guān)增配輔助人員需求，擬配置安保及工勤年度服務(wù)總工時不少于****6小時，協(xié)助海關(guān)等部門做好日常管理工作。
Brief Specification Description:The southern area of Yangshan Special Comprehensive Bonded Zone (Phase II) Airport has been officially closed for operation. To enhance the level of regulatory services in the region, based on the demand for additional auxiliary personnel from Yangshan Customs, it is proposed to allocate a total of no less than ****6 hours of security and labor services annually to assist customs and other departments in daily management work.

(c)本項目的特定資格要求：（1）具有獨立承擔(dān)民事責(zé)任的能力及相應(yīng)的履約能力；
（2）具備省市級公安部門核發(fā)的，在有效期內(nèi)的《保安服務(wù)許可證》（外省保安服務(wù)單位須已在上海市公安部門備案登記資質(zhì)；
（3）單位負責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項目的其他采購活動；
（4）法人依法設(shè)立的分支機構(gòu)以自己的名義參與投標(biāo)時，應(yīng)提供依法登記的相關(guān)證明材料和由法人出具的授權(quán)其分支機構(gòu)在其經(jīng)營范圍內(nèi)參加政府采購活動并承擔(dān)全部民事責(zé)任的書面授權(quán)。法人與其分支機構(gòu)不得同時參與同一項目的采購活動；
（5）本項目專門面向中小企業(yè)采購；
（6）符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔****〕**號）第**條規(guī)定的供應(yīng)商，不得參加本項目的采購活動。
