中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關服務進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted byCNOOC and Shell Petrochemicals Company Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Projectby International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combinedcertificate and business license.?The?scanned?copy?of?the?original?shall?be?provided?during?bidding?(the?original?copy?for?reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.本次招標不接受代理商投標。投標人應為本次投標所投產(chǎn)品的制造商。如投標人為制造商同一集團負責銷售投標所投產(chǎn)品的全資子公司、控股子公司（投標人應提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。不能再將此貨物同時授權給其他投標人參與投標，否則相關的所有投標將被拒絕。
Bid by Agent is not accepted.The bidder shall be the manufacturer of the biddingproducts.If the bidder is a wholly-owned subsidiary or holdingsubsidiary of the same group as the manufacturer responsible for sales ofthe bidding products, the bidder shall provide relevant evidence documents fromthe manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The biddinggoods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all relatedbids will be rejected.

（2）資質要求
投標人本次投標所投產(chǎn)品的制造商須具有有效的涵蓋本次投標產(chǎn)品的特種設備型式試驗證書（壓力管道元件）。投標時需提供證書原件掃描件（原件備查）并可在全國特種設備公示信息查詢平臺（https://cnse.e-cqs.cn/info-pub/pub）或行政主管部門網(wǎng)站核實。
The manufacturer of the bidding products shall obtaina valid “Special Equipment Type Test Certificate”(Pressure PipingComponent) covering the bidding products. Ascanned copy of the original certificate must be provided (for future reference) in the bidding document and can be accessed on the National Special Equipment Publicity Information Query Platform（https://cnse.e-cqs.cn/info-pub/pub ）orverifiedon the website of the administrative authority.
（3）業(yè)績要求Requirement for Bidder's reference:
****年1月1日至投標截止日（以合同簽署時間為準），投標人所投產(chǎn)品氣動滑板閥（刀閘閥）的制造商應具有至少2個合同的中國境內(nèi)聚乙烯或聚丙烯裝置粉料工況且與投標產(chǎn)品同系列的供貨業(yè)績（供貨業(yè)績的制造商必須是本次投標產(chǎn)品的制造商），每個供貨業(yè)績合同中至少包括一臺不小于**寸的氣動滑板閥（刀閘閥）
From January 1 st , ****to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the bid PneumaticSlide Gate Valve (Knife Gate Valve)shall haveat least twosupply contractsperformanceof pneumaticSlide GateValve(Knife Gate Valve)forPE or PPPlantwithin P.R.China (the manufacturer of the supply performance must be the manufacturer of the bidding product), and each supply performance contract shall include at least one Pneumatic Slide Gate Valve (Knife Gate Valve) not less than ** inches in size.
投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復印件。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應有雙方蓋章，國際貿(mào)易合同應有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、閥門尺寸、閥門型式及用戶簽字或蓋章的到貨驗收材料。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應提供相應的已到貨訂單，訂單內(nèi)容或編號應與年度協(xié)議相關聯(lián)。同一個年度協(xié)議下提供1個或以上的訂單及與訂單對應的到貨驗收材料均算為1個有效業(yè)績。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract and 2) acceptance evidence of goods delivery. Thereference evidence documents furnished byBidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods,valve size, valve typeandacceptance evidence of goods delivery signed or sealed by the user.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidenceunder the same annual agreement is considered as one valid performance.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認定滿足上述業(yè)績要求的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from April.** th , ****to April.** th , ****. After obtaining the bidding documents, thebidder shall log onthetrading platform of bidding and tendering for mechanicalandelectricalproducts to handle the CA lock, which isconvenient for onlinebidding.Forconsultation, the whole process can be operated by **********-1.

9. 投標人在投標前應在必聯(lián)網(wǎng)（https://www.ebnew.com）或機電產(chǎn)品招標投標電子交易平臺（https://www.chinabidding.com）完成注冊及信息核驗。評標結果將在機電產(chǎn)品招標投標電子交易平臺（http://www.chinabidding.com）和中海油采辦業(yè)務管理與交易系統(tǒng)（https://buy.cnooc.com.cn）上發(fā)布。
Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results will be published on the website(http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
**. 提示Notes
投標人進入開標大廳后，需要進行簽到操作，等待開標主持人指令。允許解密后，投標人點擊解密按鈕進行解密投標文件（需解密前在電腦上插入當前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標人未在投標截止時間/開標時間前進行簽到，原則上將無法進行解密，將被視為撤回其投標文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投標文件解密時限為**分鐘。投標人未在上述解密時限內(nèi)完成解密視為解密失敗，根據(jù)？電子招標投標辦法？的規(guī)定，視為投標人撤回投標文件。
The decryption time limit of the bid documents is ** minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投標人對開標有異議的，應當在開標現(xiàn)場提出，招標人當場做出答復，并制作記錄。未在線上開標現(xiàn)場提出的開標異議，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
