簡要規(guī)格描述或項目基本概況介紹、用途：本項目主要包括但不限于車輛保險購買、保險變更、理賠服務(wù)等內(nèi)容。中標(biāo)人提供保險咨詢、投保承保手續(xù)辦理、索賠指導(dǎo)等現(xiàn)場服務(wù)。提供條款解釋、咨詢、輔導(dǎo)、協(xié)助等服務(wù)，指導(dǎo)填寫投保單，出單后及時上門配送保單，保證我司獲得優(yōu)先服務(wù)的權(quán)利。對于新購車輛需要確保于購車后3個工作日內(nèi)辦妥保險手續(xù)，續(xù)保車輛確保在保險到期3個工作日前辦妥續(xù)保手續(xù)，同時按要求將有關(guān)單據(jù)及時送達(dá)我司。及時提供到期續(xù)保清單，方便我司辦理車輛續(xù)保事宜。提供月度車輛理賠清單，并及時通知我司保險理賠款及退保費(fèi)用的到賬時間。（詳見第三章項目概況及技術(shù)服務(wù)要求）

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：本項目面向大、中、小、微型等各類供應(yīng)商采購。
(b)Qualification requirements to be met to implement government procurement policies:This project is aimed at purchasing from various suppliers including large, medium, small, and micro.
(c)本項目的特定資格要求：3）供應(yīng)商應(yīng)以其總公司或省級分公司的名義響應(yīng)和承保;若以省級分公司名義參加的，應(yīng)當(dāng)取得總公司針對本項目的唯一授權(quán)委托書。
4）須經(jīng)中國保險監(jiān)督管理委員會批準(zhǔn)，具有開展機(jī)動車輛保險業(yè)務(wù)資格。
5）符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔****〕**號）第**條規(guī)定的供應(yīng)商，不得參加本項目的采購活動。
6）本次采購不接受聯(lián)合體響應(yīng)，不允許合同轉(zhuǎn)讓與分包。
7）本項目不接受保險兼業(yè)代理、中介代理參與。
(c)Specific qualification requirements for this program:3) Suppliers should respond and underwrite in the name of their parent company or provincial branch; If participating in the project in the name of a provincial branch, a unique authorization letter from the head office for this project should be obtained. 4) Must be approved by the China Insurance Regulatory Commission and have the qualification to carry out motor vehicle insurance business. 5) Suppliers who comply with Article ** of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [****] No. **) are not allowed to participate in the procurement activities of this project. 6) This procurement does not accept consortium responses and does not allow contract transfer or subcontracting. 7) This project does not accept insurance part-time agents or intermediary agents to participate.
