簡要規(guī)則描述：為加強(qiáng)浦東新區(qū)供水水質(zhì)管理，本項(xiàng)目擬通過競爭性磋商的方式選取合格的供應(yīng)商對區(qū)域內(nèi)供水水質(zhì)進(jìn)行檢測，對轄區(qū)內(nèi)原水、出廠水、管網(wǎng)水(二次供水）做好全過程水質(zhì)監(jiān)測，確保真實(shí)、全面、及時(shí)的掌握新區(qū)的水質(zhì)動(dòng)態(tài)，保障供水水質(zhì)安全。（具體詳見第三章采購需求書）
Brief Specification Description:In order to strengthen the management of water quality in Pudong New Area, this project plans to select qualified suppliers through competitive negotiation to test the water quality of the water supply in the area. The entire process of water quality monitoring will be carried out for raw water, factory water, and pipeline water (secondary water supply) in the jurisdiction to ensure a true, comprehensive, and timely grasp of the water quality dynamics in the new area and ensure the safety of water supply quality. (Please refer to Chapter 3 Procurement Requirements for details)

(c)本項(xiàng)目的特定資格要求：（1）未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴(yán)重違法失信行為記錄名單；
（2）須具有省級或直轄市及以上質(zhì)量技術(shù)監(jiān)督主管部門頒發(fā)的檢驗(yàn)檢測機(jī)構(gòu)資質(zhì)認(rèn)定證書(CMA)資質(zhì)和CNAS實(shí)驗(yàn)室認(rèn)可證書。
（3）本項(xiàng)目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:(1) Not included in the list of dishonest persons subject to enforcement, major tax illegal dishonest entities, and serious government procurement illegal dishonest behavior records by "Credit China" (www.creditchina. gov.cn) and China Government Procurement Network (www.ccgp. gov.cn); (2) Must have a Certificate of Qualification for Inspection and Testing Institutions (CMA) issued by the quality and technical supervision department at or above the provincial or municipal level, as well as a CNAS laboratory accreditation certificate. (3) This project does not allow subcontracting.
