合同履約期限：本招標項目的有效期限為三年，即采取一次招標三年享用，分年簽訂合同的原則。首次合同期暫定從****年6月1日起至****年5月**日止

(b)落實政府采購政策需滿足的資格要求：本次招標執(zhí)行政府強制或優(yōu)先采購節(jié)能和環(huán)境標志產(chǎn)品、促進中小微企業(yè)、促進殘疾人就業(yè)、支持監(jiān)獄和戒毒企業(yè)、扶持不發(fā)達地區(qū)和少數(shù)民族地區(qū)以及限制采購進口產(chǎn)品等相關(guān)政策。如投標產(chǎn)品的制造商（或服務(wù)提供商）為符合《政府采購促進中小企業(yè)發(fā)展管理辦法》（財庫〔****〕**號）第二條要求的中小微企業(yè)（本招標文件中所稱的中小微企業(yè)的含義均與此相同），則投標人須在投標文件中提供格式符合財庫〔****〕**號附1要求的《中小企業(yè)聲明函》；如投標人為殘疾人福利性單位，則須在投標文件中提供格式符合財庫〔****〕**1號文要求的《殘疾人福利性單位聲明函》，一旦中標將在中標公告中公告其聲明函，接受社會監(jiān)督；若提供聲明函與事實不符的，將依照《中華人民共和國政府采購法》第七十七條第一款的規(guī)定追究法律責(zé)任。
(b)Qualification requirements to be met to implement government procurement policies:This bidding will implement relevant policies such as mandatory or priority procurement of energy-saving and environmental labeling products by the government, promotion of small and medium-sized enterprises, promotion of employment for people with disabilities, support for prisons and drug rehabilitation enterprises, support for underdeveloped areas and ethnic minority areas, and restrictions on the procurement of imported products. If the manufacturer (or service provider) of the bidding product is a small and medium-sized enterprise that meets the requirements of Article 2 of the "Management Measures for Promoting the Development of Small and Medium sized Enterprises through Government Procurement" (Caiku [**** No.**) (the meaning of small and medium-sized enterprises referred to in this bidding document is the same as this), the bidder must provide a "Smal and Medium sized Enterprise Declaration Letter" in the bidding document in a format that meets the requirements of Attachment
(c)本項目的特定資格要求：1）投標人單位負責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；
2）為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的投標人，不得再參加該采購項目的其他采購活動；
3）根據(jù)財政部《政府采購促進中小企業(yè)發(fā)展管理辦法》（財庫﹝****﹞** 號）精神，本項目僅面向小、微企業(yè)采購。中小企業(yè)應(yīng)當按照規(guī)定提供《中小企業(yè)聲明函》。
(c)Specific qualification requirements for this program:I) The person in charge of the bidding unit, or different suppliers with direct controlling or management relationships, shall not participate in government procurement activities under the same contract;
2) Bidders who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project,
3）In accordance with the spirit of the "Management Measures for Government Procurement to Promote the Development of Small and Micro Enterprises" (Cai Ku [****] No. **) issued by the Ministry of Finance, this project is exclusively open for procurement by small and micro enterprises.
