簡(jiǎn)要規(guī)格描述或項(xiàng)目基本概況介紹、用途：本項(xiàng)目是按照中國(guó)（上海）自由貿(mào)易試驗(yàn)區(qū)臨港新片區(qū)管理委員會(huì)綜合執(zhí)法大隊(duì)統(tǒng)一部署和要求，嚴(yán)格遵守各項(xiàng)規(guī)章制度，加強(qiáng)服務(wù)隊(duì)伍教育管理，不斷完善各項(xiàng)服務(wù)工作措施。本項(xiàng)目主要內(nèi)容涉及對(duì)重點(diǎn)區(qū)域（主干道渣土檢查點(diǎn)、物流園區(qū)、大臨設(shè)施周邊道路、綜合社區(qū)等等）提供執(zhí)法輔助工作，具體包括市容環(huán)境整治、卡點(diǎn)固守、機(jī)動(dòng)巡查等執(zhí)法輔助工作，協(xié)助政府整治社會(huì)治安中的各類問(wèn)題，協(xié)助政府整治城鎮(zhèn)運(yùn)行安全中的各類問(wèn)題。確保區(qū)域內(nèi)城市市容環(huán)境文明整潔、城市運(yùn)行平穩(wěn)有序。（詳見(jiàn)第三章項(xiàng)目概況及技術(shù)服務(wù)要求）
Brief specification description or basic overview of the project:This project is in accordance with the unified deployment and requirements of the Comprehensive Law Enforcement Brigade of the Lingang New Area Management Committee of China (Shanghai) Pilot Free Trade Zone, strictly adhering to various rules and regulations, strengthening the education and management of the service team, and continuously improving various service work measures. The main content of this project involves providing law enforcement assistance to key areas (such as main road debris inspection points, logistics parks, roads around large temporary facilities, comprehensive communities, etc.), including urban environment improvement, checkpoint defense, mobile patrols and other law enforcement assistance work, assisting the government in rectifying various problems in social security and urban operation safety. Ensure that the urban environment in the region is civilized and tidy, and that the city operates smoothly and orderly.

(c)本項(xiàng)目的特定資格要求：3、須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加采購(gòu)活動(dòng)）；
4、具備省市級(jí)公安部門核發(fā)的有效的《保安服務(wù)許可證》；
5、符合《關(guān)于對(duì)接國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購(gòu)改革的指導(dǎo)意見(jiàn)》（滬財(cái)采〔****〕**號(hào)）第**條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)。
6、本次采購(gòu)不接受聯(lián)合體響應(yīng)，不允許合同轉(zhuǎn)讓與分包。
