(c)本項目的特定資格要求：（1）本采購項目為中小企業(yè)預(yù)留采購份額項目，專門面向中小企業(yè)采購，全部或部分不能享受中小企業(yè)扶持政策的響應(yīng)文件無效。（2）根據(jù)《上海市政府采購供應(yīng)商登記及誠信管理辦法》已登記入庫的供應(yīng)商。（3）施工資質(zhì)要求：須具備國家住建部頒發(fā)的水利水電工程施工總承包資質(zhì)三級或其以上資質(zhì)；（4）項目負(fù)責(zé)人資質(zhì)要求：擬派的項目負(fù)責(zé)人具有水利水電工程專業(yè)二級及以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書；（5）法人的分支機(jī)構(gòu)以自己的名義參與競爭時，應(yīng)提供依法登記的相關(guān)證明材料和由法人出具的對該參與競爭活動承擔(dān)全部直接責(zé)任的承諾。（6）供應(yīng)商的出資人與本項目其他供應(yīng)商的出資人應(yīng)不相同（當(dāng)兩家以上供應(yīng)商的出資人中含有同一主體時，將按一家有效供應(yīng)商計算，該供應(yīng)商為相關(guān)供應(yīng)商中報價最低且響應(yīng)文件不存在被判為無效的供應(yīng)商，其他供應(yīng)商將被判為無效供應(yīng)商）。（7）本項目不接受聯(lián)合體。

(c)Specific qualification requirements for this program:This procurement project reserves procurement quota for small and medium-sized enterprises, specifically for small and medium-sized enterprises；
Construction qualification requirements: must have the national Ministry of Housing issued by the water conservancy and hydropower project construction general contracting qualification level 3 or above;
Qualification requirements for the project leader: the project leader to be dispatched has the qualification of a registered construction engineer of Grade II or above in the major of water conservancy and hydropower engineering, and has an effective safety production assessment certificate;
Consortia are not accepted for this project.
