簡要規(guī)則描述：本項目位于浦東新區(qū)南匯新城鎮(zhèn)蘆潮港社區(qū)，包含新蘆苑A區(qū)、新蘆苑C區(qū)、新蘆苑D區(qū)、新蘆苑E區(qū)、新蘆苑F區(qū)、海蘆匯鳴苑六個小區(qū)，涉及**3個單元，總建筑面積******.**平方米。建設(shè)內(nèi)容包括屋面改造、外墻面改造:公共部位整新、排水設(shè)施修繕、附屬用房及公共設(shè)施改造、景觀綠化及道路整修等。完成項目代建管理工作(從項目立項到項目竣工交付使用)服務(wù)期限自合同簽訂之日起至項目質(zhì)保期結(jié)束。詳見“第四章 采購需求”。
Brief Specification Description:This project is located in Luchaogang Community, Nanhui New Town, Pudong New Area. It includes six residential areas: Xinluyuan A, Xinluyuan C, Xinluyuan D, Xinluyuan E, Xinluyuan F, and Hailuhuimingyuan, involving **3 units with a total construction area of ******.** square meters. The construction content includes roof renovation, exterior wall renovation: renovation of public areas, repair of drainage facilities, renovation of ancillary buildings and public facilities, landscape greening and road renovation, etc. The service period for completing project construction management work (from project initiation to project completion and delivery for use) . Please refer to Chapter 4 Procurement Requirements for details

(b)Qualification requirements to be met to implement government procurement policies:Qualification requirements for implementing government procurement policies: 1) Mandatory procurement of energy-saving products policy; 2) Encourage energy-saving policies; 3) Encourage environmental policies; 4) Supporting small and medium-sized enterprises and promoting employment policies for people with disabilities, prison enterprises and welfare units for people with disabilities are regarded as small and micro enterprises. 5) This project does not accept imported products.
(c)本項目的特定資格要求：（1）符合《上海市政府購買服務(wù)管理辦法》第七條規(guī)定；
（2）供應商在近三年內(nèi)無行賄犯罪記錄，未被政府采購監(jiān)督管理部門禁止參加政府采購活動，同時未被列入 “信用中國”網(wǎng)站(www.creditchina.gov.cn)中失信被執(zhí)行人、重大稅收違法案件當事人名單和“中國政府采購網(wǎng)”(www.ccgp.gov.cn)政府采購嚴重違法失信行為記錄名單的供應商（以報價截止之日前三年內(nèi)的信用記錄為準）；
（3）法定代表人為同一個人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，都不得同時參加本項目。（一經(jīng)證實，取消所有涉及單位的投標資格）；
（4）本項目不允許允許聯(lián)合體投標。
