簡(jiǎn)要規(guī)則描述：1、擬聘律師事務(wù)所為轄區(qū)**個(gè)居村（籌）、3個(gè)大臨社區(qū)提供居村法律顧問(wèn)服務(wù)。服務(wù)內(nèi)容包括每月在結(jié)對(duì)居村開(kāi)展不少于2個(gè)半天的坐班服務(wù);起草、審核、修訂自治組織章程、居（村）民公約等規(guī)章制度；為居村換屆選舉工作提供法律咨詢和協(xié)助；為居村重大經(jīng)濟(jì)、民生和社會(huì)管理方面的決策提供法律意見(jiàn)；協(xié)助居村人民調(diào)解組織處理涉法涉訴糾紛；參與居（村）聯(lián)勤聯(lián)動(dòng)站工作；舉辦法治講座，開(kāi)展法治宣傳，為轄區(qū)內(nèi)的群眾提供**小時(shí)法律咨詢服務(wù)。2、根據(jù)《關(guān)于印發(fā)《浦東新區(qū)全面深化“三所聯(lián)動(dòng)”機(jī)制建設(shè)的工作方案》的通知》（平安浦東辦[****]**號(hào)）要求，擬聘律師事務(wù)所在臨港派出所、蘆潮港派出所、高校派出所提供法律顧問(wèn)服務(wù)。服務(wù)內(nèi)容包括開(kāi)展法治宣傳，提供法律咨詢、法律建議等公益性法律服務(wù)；為符合條件的當(dāng)事人代為申請(qǐng)法律援助服務(wù)；制作、出具《法律意見(jiàn)書(shū)》；開(kāi)展疑難矛盾的調(diào)解并配合做好文書(shū)制作、檔案整理等工作。工作時(shí)長(zhǎng)：每周不少于3個(gè)半天駐所坐班。具體項(xiàng)目?jī)?nèi)容、采購(gòu)范圍及所應(yīng)達(dá)到的具體要求，以磋商文件相應(yīng)規(guī)定為準(zhǔn)。
Brief Specification Description:1. We plan to hire a law firm to provide legal advisory services for ** residential villages (under construction) and 3 Dalin communities in our jurisdiction. 2. According to the Notice on Issuing the Work Plan for Fully Deepening the Construction of the "Three Institute Linkage" Mechanism in Pudong New Area (Ping An Pudong Office [****] No. **), it is proposed to hire a law firm to provide legal advisory services at the Lingang Police Station, Luchaogang Police Station, and University Police Station. The specific project content, procurement scope, and specific requirements to be met shall be subject to the corresponding provisions in the negotiation document.

(c)本項(xiàng)目的特定資格要求：（1）須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織(本項(xiàng)目(不接受)分公司已自己名義參加采購(gòu)活動(dòng))；
（2）具備省市級(jí)司法部門(mén)核發(fā)的有效的《律師事務(wù)所執(zhí)業(yè)許可證》；
（3）符合《關(guān)于對(duì)接國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購(gòu)改革的指導(dǎo)意見(jiàn)》（滬財(cái)采〔****〕**號(hào)）第**條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)；
（4）本項(xiàng)目非專(zhuān)門(mén)面向中小企業(yè)采購(gòu)。
